These three places get compared constantly and usually badly, because the comparison is written as a ranking. It is not one. They are all in Raigad district, all inside the Mumbai Metropolitan Region, and all within a similar road distance of Mumbai. What separates them is access, the authority that grants permission, and the regulatory overlay on the land. Those three things shape what you can do with a plot far more than any price figure will.

Where they sit, and how you reach them
Khopoli is on the Mumbai–Pune corridor itself. It sits on NH-4 and the Mumbai–Pune Expressway, roughly 80 km from both Mumbai and Pune. The Missing Link, inaugurated on 1 May 2026 and open from 2 May 2026, diverges at the Khopoli exit, replacing a 19 km ghat section with 13.3 km and saving around 6 km and 20–25 minutes on MSRDC's own figures.
Karjat's defining asset is the Central Railway. Karjat station is a major terminus with local services to CSMT, Khopoli and Panvel, which makes it the one of the three you can reach without a car. It is roughly 100 km from both Mumbai and Pune, and the Ulhas river runs through the town.
Alibaug's defining asset is the sea, in both directions. It is around 96 km from Mumbai by road and about 143 km from Pune, on NH-166A, with the nearest jetty at Mandwa offering catamaran and ferry services to the Gateway of India and a Ro-Ro service from Ferry Wharf. The Atal Setu, open since 13 January 2024 per MMRDA, changed the road approach from the Mumbai side.
The planning authority difference
This is the least glamorous item in the table and the most consequential.
Khalapur and Alibag talukas are both named in the MMR Extended Notified Area, where MMRDA is the Special Planning Authority. Karjat taluka is not. The Extended Notified Area names Alibag, Pen, Panvel and Khalapur.
What follows from that:
- In Khalapur and Alibag villages, MMRDA's planning framework governs, and since 3 January 2025 development permissions have been delegated to District Collectors – in practice, the Collector of Raigad.
- In Karjat taluka, land outside municipal limits sits under the MMR Regional Plan 2016–36, with a separate MSRDC corridor development plan also in existence for the area.
- Inside any of the three municipal councils' limits, the council is the planning authority regardless of the above.
Two plots a short drive apart can therefore be governed by different plans and permitted by different offices. Never assume a taluka-level answer applies to a specific survey number.
The constraints, stated fairly
Alibaug's coast is governed by the CRZ Notification 2019. Maharashtra's Coastal Zone Management Plans were realigned from the 2011 notification to the 2019 one. CRZ sets what may be built, at what distance from the high tide line, and in which category of coastal zone. The specific No Development Zone distances applicable to Alibaug under CRZ-III could not be verified for this page, so no metre figure appears here. If you are looking at coastal land in Alibag taluka, obtain the CRZ category and applicable setback in writing from the planning authority.
Karjat's constraint is the Matheran Eco-Sensitive Zone. The MMR Regional Plan's Matheran ESZ portion was sanctioned separately on 7 August 2019, and a Zonal Master Plan for the Matheran ESZ 2016–36 exists. An ESZ regulates activity in a buffer around a protected area and can restrict construction, quarrying and change of use. The exact list of Karjat villages inside the zone could not be verified, so none are named here. If a plot is anywhere in the Karjat area, ask whether it falls inside the ESZ and get the answer on the planning authority's letterhead.
Khopoli has no constraint comparable to either. That is a statement about which overlays exist, not a claim that land there is unregulated. Every plot in Maharashtra still has a zone, a tenure class, a reservation status and a set of development regulations to satisfy.
What the price data actually supports
One of these three markets has a credible published price series, and two do not.
Liases Foras, in a report titled "Alibaug: The Rise of Mumbai's Premium Coastal Market" published in May 2026, puts Alibaug land at ₹2,884 per sq ft in 2018 rising to ₹7,210 per sq ft in 2025. The same report projects ₹21,250 per sq ft by 2031, projects land values to appreciate 3 to 3.5 times and premium villas 2 to 2.5 times over five to six years, cites ₹66,600 crore of planned and ongoing infrastructure, tourist footfall rising from 2.2 million in 2020 to 4.5 million in 2025, premium villa occupancy of 60 to 80%, and rental yields of around 12%.
Read that carefully. The 2018 and 2025 figures are observed. Everything from 2031 onward is a Liases Foras forecast, not data. And the 12% yield figure is exceptionally high by Indian residential norms; it is Liases Foras's number, and it should always be quoted as theirs rather than asserted.
For Khopoli and Karjat, no research house and no government source publishes a defensible land price per square foot. What circulates instead comes from broker portals and developer blogs. Those are listings and marketing, not transaction data, and they carry no methodology you can inspect. A broker-portal number is not a source. If you need a price reference for either place, the honest routes are the Ready Reckoner rate for the specific village from the Sub-Registrar, and registered comparable transactions pulled from the registration records.
The single most useful thing you can establish about any plot in these three talukas is not its price. It is which authority grants permission on it, and which overlay sits on top of it.
A note on Ready Reckoner rates
Ready Reckoner rates for FY2026-27 were frozen, unchanged from 2025-26, effective 1 April 2026, as announced on 31 March 2026. The FY2025-26 revision now carried forward ranged from 3.36% in rural areas to 5.95% in municipal corporation areas, with the statewide average widely reported at 3.9%. Taluka and village-level rates for Khalapur, Karjat and Alibag could not be verified for this page, so none appears here. The Sub-Registrar's office for the relevant taluka holds them.
What to ask for, on any of the three
- A zone certificate from the correct planning authority for that survey number, naming the sanctioned land use and any reservation.
- Confirmation in writing of which office grants development permission for that parcel today.
- For Alibag taluka coastal land, the CRZ category and applicable setback.
- For anything in the Karjat area, written confirmation of whether the parcel is inside the Matheran Eco-Sensitive Zone.
- The 7/12 extract for the sub-divided plot, its tenure class, and the mutation entries behind it.
- Registered comparable transactions rather than portal listings, if you want a sense of price.
- The stamp duty and registration position confirmed for that specific survey number before you transact, since Raigad contains both municipal-council and gram-panchayat pockets.
